Sister-in-law won't give back son

2 years ago, I had a son with my husband. He came at a very bad time, 1 year after the birth of my daughter. He was an accident. My husband was very depressed and had a hard time finding a job. I was suffering severly of PPD. My sister in law came to visit that Christmas and before I knew it, was taking my son back with her. I felt that it was a good thing to remove my son from a situation that was not all that great. He never suffered with us. I just had a hard time loving him the way he should have bee loved. Before she left, we signed a medical power of attorny. That's it. She promised that she would return him as soon as we asked. Well, 3-4 months down the road, I requested that she return him. She threw a fit and said NO. For teh last year and a half, we have lost contact with her and my son. She will not answer my calls and I am devastaed at teh idea of never seeing my son again. My husband and I are doing good and my daughter has a wonderful home life. We know taht we can provide my son the same. Whaht should I do to get him back. I can't really afford a court battle. Please help.
