Child Neglect/ Abandonment

I am a single mother of 3. My children's father deserted them in May of 2002. He moved across the country because his girlfriend got a ne job there supposidly making $100,000 yearly. He left his $40,000 a year job to go across the country and not have a job lined up. He does not call his children, he does not pay child support, he did not send them any Christmas or Birthday Presents, he hasnt done anything since he has been gone. I wanted to know if I could somehow file a civil case against him for neglect/ abandonment and to retrieve the money he owes me in back support which is $13,000. I know when he comes back here which he is supposed to do real soon, he is going to try to have visitation. His girlfriend is a convicted child abuser and he has seen his 2 year old maybe a total of 5 times in her entire life. My oldest daughter is started not to want to have anything to do with him but if family court says he gets visitation then I have to send them. He has done absolutely nothing for these kids and I want him to suffer the consequences of his actions. Do you know of anything that may help with these civil cases?
